California is grappling with a growing problem: Too much solar

California grid operators hope that their experience will teach other states what to expect as renewables grow. “The problem we’re seeing out West — nobody else has seen this,” Loutan said. But a year ago, the state changed this system, known as “net-metering,” and now only compensates new solar panel owners for how much their power is worth to the grid. In the spring, when the duck curve is deepest, that number can dip close to zero.

Bass served as a Democratic member of Congress from 2011 until her election as the city’s 43rd mayor in 2022. The former state Assembly leader is the first woman and second Black person to hold the post, after former Mayor Tom Bradley, who held the position from 1973 to 1993. If you are looking to find a new place to live in Los Angeles, we’re here to help you find your perfect neighborhood to call home. About a mile away stands the Arroyo Seco Tiny Home Village, with 117 cabins that are intended to act as transitional housing. Two other tiny villages, also located in the council district represented by Councilman Kevin de León, are similarly meant to act as a steppingstone to permanent housing.

Nevada, which generates 23 percent of its power from solar, has also seen deepening duck curves. Hawaii, which has thousands of homes with rooftop solar, has cut down on the payments those households get from the grid. It has also undercut the benefits of installing rooftop solar. Since the 1990s, California has been paying owners of rooftop solar panels when they export their energy to the grid. That meant that rooftop solar owners got $0.20 to $0.30 for each kilowatt-hour of electricity that they dispatched. Curtailing solar isn’t technically difficult — according to Paul Denholm, senior research fellow at the National Renewable Energy Laboratory, it’s equivalent to flipping a switch for grid operators.

Several TV news crews have passed through his riverside community in the last few days, asking him and his neighbors about their way of life. Augusto doesn’t understand what all the fuss is about. Seen as a virtual end to single-family zoning in California, the law allows lot splits in suburban neighborhoods, with one home and one “accessory dwelling unit” (or granny flat) on each new lot — replacing one home with up to four. The Los Angeles Police Department responded and took a suspect into custody with out incident. There were no injuries to the occupants during this incident.

De León’s office did not respond to requests for comment about the encampments along the Arroyo Seco. “I’ve found some nice people here by the river and freeway,” she said as she walked along the channel, where river rocks poked through the concrete. Augusto’s shelter is not unique along the Arroyo Seco, as many other dwellings have sprouted along the channel. The growth of homeless communities in open spaces throughout the city speaks to that problem, whether they’re under freeway onramps, in RVs lining the curbs or in encampments in and around green spaces. Though Augusto’s shelter along the Arroyo Seco is relatively simple, he cherishes the objects that make it feel like a home.

“You don’t want the utility or the grid operator to be overpaying for power when they don’t have to,” Davis said. The change has sparked a huge backlash from Californians and rooftop solar companies, which say that their businesses are flagging. Indeed, Wood Mackenzie predicts that California residential solar installations in 2024 will fall by around 40 percent. Some state politicians are now trying to reverse the rule. Occasionally, he finds work as a day laborer, but it’s not a stable source of income.

The investigation is ongoing, and no additional information is available at this time. No one in Bass' family was during the incident, police said. The suspect, however, was injured after cutting himself on glass from the broken window. “Mayor Bass and her family were not injured and are safe. The Mayor is grateful to LAPD for responding and arresting the suspect,” her office said in a statement.

At the same time, he rejected the state’s argument that SB 9 promotes housing affordability at lower income levels by increasing the overall housing supply. To cope, CAISO is selling some excess power to nearby states; California is also planning to install additional storage and batteries to hold solar power until later in the afternoon. Transmission lines that can carry electricity to nearby regions will also help — some of the lost power comes from regions where there simply aren’t enough power lines to carry a sudden burst of solar. In the summer, when high air conditioning use strains the grid, solar can be useful even in the middle of the day. Denholm says that as solar continues to drop in price, installing solar that is curtailed regularly can still be cost-effective.

Los Angeles Mayor Karen Bass declared a state of emergency on homelessness shortly after she took office in December 2022. Her first budget allocated $1.3 billion to address the growing crisis, with the number of people living on the streets rising 80% since 2015.
